A refund can be delayed for a variety of reasons. For example submitting invalid records or applying after the deadline.

The e-mail address it came from was allegedly service@yahoo.co.jp. Which would mean that the IRS uses Yahoo Mail from Japan.
I never knew that the IRS had a Japanese branch office.
Are people really that stupid to fall for this?
